Vandalism at bus stop or an accident?

Low crime doesn't mean no crime. This is the slogan that I see everywhere in Singapore. It serves as a reminder to all the public that everybody has the responsibilities to be vigilant. Like the slogan said, "LOW CRIME DOESN'T MEAN NO CRIME".

See both the photos below. Is it an act of vandalism? or purely an accident?? I just wonder.

It was visible that the glass for the notice board had been smashed at the center.

The glass scattered around the floor.
